Mayor directs departments to improve pedestrian safety through construction zones

In 2008, the City Auditor’s Office conducted an audit to assess whether the City of Seattle is doing everything it can to minimize the duration and impact of street and sidewalk closures on pedestrians and cyclists. This audit resulted in a number of steps that SDOT has taken to improve access through construction zones. The Auditor’s Office has tracked the nine audit items every other year since 2008 and issued status reports. The last report was issued in 2011.

Soon after the auditor’s report was released, the recession hit and construction activity in Seattle came to a standstill. In 2011, the development activity and permitting for street improvements and construction activity in the right-of-way began to pick up and, by the end of 2012, this activity is on pace to exceed the highest volume construction year in recent history—2008. The great increase in construction activity has led to several projects occurring simultaneously and often in close proximity to each other – what we call a construction hub.

Construction hubs in vibrant urban environment are complicated and do not always lend themselves to easy solutions. Projects have multiple impacts on our neighborhoods, such as parking, general public safety, noise and others. Recently, we have heard concerns about pedestrians about pedestrian safety when sidewalks are closed.

In consultation with Councilmembers Rasmussen, O’Brien and Licata, the mayor has asked SDOT and DPD to conduct the following work:
